Yes, in most situations where fabrics are to be used in Public places, they are required to comply with the BS5867 part 2 B (Fabrics to be used as curtains or Drapes) regulation.
It may be that your local Fire Authority stipulates that all fabrics used in their locality should be DFR. It is always wise to check with your local fire officer before starting a project.
Hard question to answer as there is no way of telling unless you have them tested and then you have a rather large burn mark on your drapes. The method that generally satisfies fire officers, local authorities etc is the production of an up to date fire certificate that can be directly matched to the drapes you have hanging, failure to do so has been known to result in closure of venues.
Although colour and fabric are a personal choice the "norm" would be to have your FOH drapes manufactured from Velour and your onstage blacks being manufactured from Black Wool Serge.
